Free Parking For Locals

There is no reason why there can't be a parking pass dedicated to locals (more than just Day lot monthly parking passes) to help with affordability in Whistler. Tourists can pay to park at Rainbow Park and other parks meanwhile locals should not have to pay. Locals should not be subjected to pay for parking at the local parks!
